EMPLOYMENT MARKET REPORT (EMI)

& EMPLOYMENT EXCHANGE STATICSTICS

  1. EMI data refers to the data collected by Employment Exchanges through establishment reporting system on the basis of the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 and the Rules framed thereafter and is compiled and analysed at Area / State / Central levels. The data as generated by this programme is used for the purpose of manpower planning, employment related policy / strategy formulation and Vocational Guidance. The Employment Exchanges (Compulsory Notification of Vacancies) Act , 1959 has the following main provisions:

    1. Compulsory notification of all vacancies by all Public Sector Establishments and all Private sector Establishments which employees at least 25 persons.

    2. Submission of quarterly returns (ER-I) and biennial returns (ER-II) by such establishments.

    On the basis of such returns various Employment Market Reports are prepared at district level and submitted to the Directorate of Employment. The Directorate prepares State Employment Market Report, which gets transmitted to the Government of India for compilation at the National level for ultimate use by different agencies of the Government.

  2. On the other hand various types of reports are prepared on the supply side of the Employment Market from the Employment Exchange / Employment Bank statistics on registered job-seekers.
